Background of the Study

Persons with disabilities (PWDs) in Nigeria face significant barriers to inclusion, ranging from stigmatization and discrimination to lack of access to essential services. In Bida Local Government Area, Niger State, the situation is further compounded by socio-cultural norms and limited advocacy efforts. Development communication is a powerful tool for promoting disability rights, raising awareness, and fostering social inclusion. Through strategies such as community sensitization campaigns, participatory storytelling, and policy advocacy, communication can challenge negative stereotypes and amplify the voices of PWDs (Umar & Bello, 2023). This study explores the role of development communication in advocating for disability rights in Bida, emphasizing strategies for empowering PWDs and influencing policy changes.

1.2 Statement of the Problem

Despite national and international frameworks advocating for disability rights, PWDs in Bida LGA continue to face systemic exclusion and inequality. Limited awareness, cultural stigmas, and inadequate advocacy hinder the realization of their rights. Development communication initiatives remain underutilized, failing to effectively address these challenges and promote inclusive practices (Aliyu & Hassan, 2024). This study investigates how development communication can bridge these gaps, advocating for the rights and empowerment of PWDs in Bida LGA.

1.3 Objectives of the Study

  1. To evaluate the role of development communication in advocating for disability rights in Bida LGA.

  2. To identify challenges in using communication strategies for disability advocacy.

  3. To assess the impact of participatory communication on empowering PWDs and influencing policy changes.

1.4 Research Questions

1.5 Research Hypotheses

  1. Development communication significantly promotes disability rights in Bida LGA.

  2. Challenges such as cultural stigmas and inadequate resources hinder effective disability advocacy.

  3. Participatory communication positively impacts the empowerment of PWDs and policy advocacy.

1.6 Significance of the Study

This study underscores the importance of development communication in addressing the rights and needs of PWDs. By identifying effective advocacy strategies, it provides valuable insights for policymakers, non-governmental organizations, and community leaders to foster inclusion and equality in Bida LGA. The findings contribute to the global discourse on disability rights and the Sustainable Development Goals (SDGs).

1.7 Scope and Limitations of the Study

The study is limited to Bida Local Government Area, Niger State, focusing on the role of development communication in disability advocacy.
